Kelme district has an area of 1705 km3 with 43,400 inhabitants. It is situated in the eastern part of Lower Lithuania by the international highway that connects Kaliningrad, Riga and St Petersburg, 24 km from the Siauliai international airport and 132 km from Klaipeda international port. The centre of the district is Kelme with Kraziai and Saukenai, the more important towns.

Industry has not been developed in the district and small businesses predominate. Kelme is therefore distinguished for its natural landscape, clean forests, lakes and rivers. The Dubysa and Venta Rivers flow across the district. There are 53 lakes, with the largest Gaustvinis (1.28 km2), Gludas (0.54 km2) and Bridvaisis (0.46 m2). Almost 1/4 of the district is occupied by forests. Four regional and four landscape reserves are valuable from the point of view of recreation.

The abundance of natural resources create good conditions for organized commercial hunting and fishing.

Kelme. The town is situated on the left bank of the Krazante River. The origin of the town's name is kelmyne which means "dense forest". Kelme was first mentioned in historical sources in 1410. In 1416 a wooden Catholic church was built. In the 18th century a brick estate and gate were built. They are interesting examples of the Baroque style in the province. The estate is now home to the district museum.

Tytuvenai.The town is situated on the shores of Gilius and Bridvaisis Lakes. In 1460 a scientist from western Europe, V. Kuzietis, marked Tytuvenai on a map. In 1555 there was a wooden church and since 1581 Tytuvenai has been a town. The monastery and church buildings are of great historical value. In the architecture of these buildings one can clearly see the combination of Renaissance, Baroque and Rococo styles, the only one of its kind in northern Europe.

At present Tytuvenai is a promising centre for religious tourism. The town is situated in an area of inimitable beauty, near ecologically clean lakes and pine forests. Traditional amateur theatre festivals and motorcycle race are held every year. Tourists can stay in the Sedula Recreation Camp and the company's high class Sphagnum Hotel.

Kraziai. The town is situated 16 km from Kelme on both banks of the river Krazante. In the 15th century Kraziai was the christening centre of Lower Lithuanians. In the 17th century it became one of the Catholic centres of the country. There were several monasteries, and the Jesuits established Krazai College. The old town of Krazai is an archeological and urban monument.

There are about 300 cultural monuments, including the Baroque-style Tytuvenai church and the monastery, the Lioliai church, the Kelme estate and the Krazai church. All of them are included in "The Baroque Road" programmes which take place in many countries in summer.

There is an active cultural life in the town of Kelme. Very popular among the Lower Lithuanians are the annual traditional handicraft trade festivals where anyone can make acquaintance with traditional handicrafts and admire the concerts given by the dance and music groups of the Kelme Cultural Centre. Every year, in the middle of July, the folk and ethnomusical courses of Lower Lithuania are organized in Kelme. Those active in practising and promoting ethnic culture take part in this event.

The small theatre of Kelme is popular not only in Lithuania but among foreigners as well.

On the attractive bank of the Krazante River there is one of the best stadiums in Lithuania, which affords a good opportunity for arranging international football matches. There is a girls' football team in Kelme and there are volleyball team, motorcycle, women's grass-hockey and badminton clubs in the district.
