Mazeikiai Crude Oil Refinery started operating in 1980 and was one of the most modern refineries of the former Soviet Union. Today Mazeikiu nafta is the only crude oil refinery in the Baltic States operating as a typical complex refinery. It has a design capacity of 15 mt pa. Crude oil refining experts and businessmen worldwide known JSC Mazeikiu nafta as entirely reliable partner. It constantly upgrades its technological process, keeps abreast of innovation in Western countries and also plans its implementation.


Refinery occupies 1239 hectares.

The modern products of the refinery -- different grades of high octane unleaded gasoline, new gasoline VENTUS with multifunctional additives, summer and winter diesel, jet fuel, heating oil, construction, roofing and road bitumen, LPG, sulphur, MTBE -- is in great demand not only in Lithuania, but far beyond its boundaries as well.

The refinery was credited as a joint-stock company in 1995. It provides production and sales and marketing services and provides consultation on business activity and management.

The first LK-6U hydro-skimming train was put into operation in 1980 and the second one in 1984 raising our processing capacity to 15 mt pa. In 1982 a bitumen production unit was built. To meet the increasing demand for light refined products and to achieve maximum conversion of crude oil an FCC-based conversion complex, KT-1/1, was built in 1989. By processing the atmospheric residue from the LK-6U unit, additional quantities of light products are obtained -- gasoline, diesel fuel and LPG. The KT-1/1 complex includes vacuum distillation and vis-breaking units with vacuum gasoil HDT, FCC, LPG and MTBE units, together with a hydrogen plant and a new sulphur recovery plant. Mazeikiu nafta thereby has become a complex refinery, differing from neighbouring refineries.

The refinery occupies a 1239 hectare site.

The main source of crude oil is Russian Export Blend supplied to the refinery via a spur line from the main Druzhba pipeline. Small quantities of atmospheric residue, vacuum distillate and other feedstocks are supplied to the refinery by railway.

In 1995 the refinery stopped the production of leaded gasolines. In 1996 it started to produce unleaded gasoline with multifunctional additives under the trade mark VENTUS and also winter diesel fuel. The preparation workwas completed for the production of diesel fuel and kerosene with different additives, improving their quality. The sulphur content in the diesel fuel is 0.05%, meaning that the diesel fuel fully complies with the requirements set for fuel quality in Europe from 1st October 1996.

In the immediate future it is planned to install alkylation and light naphta isomerisation units, which will produce high octane gasoline components.

Products are transported by truck (15%) and by railway (85%). Some of the products are shipped via the Ventspils (Latvia) and Klaipeda terminals. In 1995 the construction of the Butinge export/import terminal was started. The terminal will handle the import and export of 8 m tons of crude oil and 2.5m tons of refined products after the completion of the project in 1998, i.e. after the construction of the crude-oil pipeline and product pipeline between Mazeikiu nafta and Butinge.

In crude oil processing, great attention is paid to environmental requirements. For this reason major investments are made not only to improve the processing facilities but also to protect the environment as well. Industrial waters undergo three steps in treatment: mechanical, chemical and biological. The capacity of the first system is up to 28,000 m3 per day and the capacity of the second system is up to 12,000 m3 per day.

Municipal waters from Mazeikiai city are well treated in separate water-treatment facilities, both mechanically and biologically, up to 50,000 m3 per day.

The atmospheric emissions are continuously monitored by an on-line monitoring system using modern equipment located both inside the refinery premises and in the surrounding countryside.

The refinery has its own fire station with a full-time crew and modern equipment.

The construction of Butinge export/import terminal was started in June 1995. The basic design was prepared by the USA Company Fluor Daniel, which was selected by international tender.

Throughput of the export/import terminal will be:

The terminal will consist of the following facilities:
offshore -- SPM crude oil buoy, located 7.3 km offshore; SPM products buoy, located 3.5 km from the shore; offshore pipelines from the oil terminal to SPM.
onshore -- storage for crude oil and products; pump stations; waste water treating plant; reverse crude oil pipeline and product pipeline between Butinge and Mazeikiu nafta. The SPM buoys will accomodate crude tankers up to 80,000 dwt and product tankers ranging in size up to 35,000 dwt.

Completion of the construction is planned for 1998.
