The Ministry of Economy was established under the law passed on December 12, 1996, replacing the former ministries of Economics, Energy and Industry and Trade. The Ministry implements the strategic functions of economic development (policy, investment, restructuring, regulatory method) and branch functions of energy, industry and governmental regulation of internal and external trade.

Specific functions of the Ministry of the Economy include:

  • laying down guidelines for economic development in Lithuania, defining priorities and objectives for the various economic sectors (energy, industry, trade), submitting offers for the Public Investment Program to the government and arranging public investment policy;
  • preparing and implementing a national energy strategy and ensuring a reliable energy supply;
  • foreseeing (together with other ministries) public economic regulation policy and developing draft legislation on the implementation of economic regulation policy;
  • managing state property administered by the ministry and participating in the privatisation and rational employment of the property, and promoting and supporting small and medium business development;
  • preparing and implementing programmes and strategy for the development of foreign trade, co-ordinating the control systems of import, transit and export of strategic goods;
  • participating in the co-ordination of laws of the Republic of Lithuania with directives of the European Council and offer legal acts of the European Union, and co-ordination of PHARE projects.
Basically, the Ministry of the Economy directs its activities towards restructuring, privatisation programmes, formation of attractive investment climate, promotion of small and medium business and creation of new places of employment. Many complicated problems exist in the energy sector, e.g., system decentralisation, management, privatisation, energy pricing, liquidation of arrears, investment and nuclear energy safety.
