Background The Lithuanian National Olympic Committee (NOC) was founded on the 25th May 1924 and recognized by the International Olympic Committee the same day. It was reconstituted on the 11th December 1988 and its authority was ratified on the 18th September 1991. Arturas Poviliunas was elected the first President of the re-established NOC in 1992 and still holds the position. He is also a member of the Executive Committee of the European Olympic Committees (EOC). The current Secretary-General is Petras Statuta. Lithuanian athletes first participated in the Olympic Games on the 25th May 1924 in Paris, and then again in Amsterdam and St Moritz in 1928. A national team prepared for the Helsinki Olympics in 1940, but the outbreak of war made it impossible for Lithuania to participate. Lithuanian Olympic activities ceased during the period of Russian occupation and annexation. Lithuanians were able to participate in the Olympic Games only as part of the Soviet team. In 1989, an agreement was signed between the NOC's of Lithuania, Latvia and Estonia creating the Olympic Association of the Baltic States, which have functioned successfully during the recent political situation in the Baltic countries. The Lithuanian NOC, which has just celebrated five years of re-establishment of its activities, is affiliated with the European Olympic Committees and the Association of National Olympic Committees.
