Panevezys Regional Road Administration, a state enterprise, was founded in 1995, and united five road maintenance services in the county of Panevezys: Panevezys RMS, Kupiskis RMS, Rokiskis RMS, Pasvalys RMS and Birzai RMS. The Administration deals with the building, maintenance, reconstruction and repairing of state roads. It has four centres for the production of asphalt-concrete building materials, and possesses equipment for asphalt-concrete laying. It has been using new techniques of road-surface treatment using bitumen emulsion. It also has equipment from the French company Secmair for the treatment and repair of various categories of black road surfacing, which has resulted in considerable savings. The Administration operates 16 gravel and sand pits. Road repairs are carried out all through the year. At present, 2443 km of state roads come under the Administration; 144 km are highways, 365 km are ordinary road, and altogether 1147 km are asphalted. After the Republic of Lithuania rejoined the community of nations as a full and equal member, there arose the necessity of bringing its highways up to international standards. The first part of this project consists of incorporating the Via Baltica in the international highway network. The Lithuanian section of it consists of 274 km running from the Latvian border to Poland and passing close by the cities of Panevezys, Kedainiai, Kaunas and Marijampole; 99 km of the Via Baltica fall under the Panevezys Regional Road Administration. At present, some sections which form part of the Via Baltica do not measure up to international standards. For 395 km from the Latvian border, the highway is 6-7 m wide, with an asphalt-concrete surface; the section running from there to Panevezys is 7.5 m wide, while between Panevezys and Kedainiai the width is 7 m. The plan is to rebuild these sections over the next two years to bring them up to international traffic standards. At the same time, the administration will proceed with the building of the Panevezys by-pass, including a viaduct over the railway and a bridge over the River Nevezis. The Administration still lacks experience of building the infrastructure of motorway services, and the present service system does not meet the needs of motorway users. For this reason, the construction of filling-stations, car-service stations, motels, parking lots and other motorway services are planned. |
