Norway is divided into 19 counties, including the capital of Oslo, which is a separate county. There are 439 municipalities in Norway. Each Municipal Council collect taxes within boundaries that are prescribed by the Storting. They are also responsible for schools, social and health services, churches, roads etc. 46 of the municipalities have urban status.
