Communist expansion in Europe, and fear that Norway might be affected, led to an overwhelming majority in favour of NATO when the question of membership was evaluated by the Storting in 1949.

This decision signalled a departure from Norway's traditional position of neutrality. It also reflected a need to improve Norwegian national security by ensuring assistance in an emergency through co-operation with Norway's allies during World War II. At the same time, Norway wished to reassure the Soviet Union of her peaceful intentions, the reason behind a declaration by the Norwegian government in 1949 that no foreign troops would be permanently stationed in Norway, as long as the country was not subject to or threatened by attack. Storage of nuclear and chemical weapons was also forbidden in Norwegian territory. These restrictions were self-imposed.
